Dear colleagues,
ASEAN is developing the Guidelines on Digital Platform Regulation through a closed, opaque, and rushed process—without publishing the full draft and without meaningful public consultation.
Several proposals risk:
- legitimising censorship,
- expanding cross-border surveillance, and
- weakening fundamental rights for millions of people across Southeast Asia.
We are calling on civil society organisations to join our joint statement urging ASEAN to:
- Publish the full draft
- Extend and improve consultations
- Embed strong and enforceable human rights safeguards
A regional framework that shapes our digital civic space cannot be built in the dark.
