[Consultant] Final Evaluation for the “Rebuilding Hope in the Twilight” Project

The Tifa Foundation, a national foundation dedicated to fostering an open society committed to diversity, equality, and justice, is seeking firms or consortia to submit proposals to conduct the end-of-project evaluation for the transitional justice project titled “Rebuilding Hope in the Twilight” (2023–March 2026). The foundation is seeking a technically rigorous, politically sensitive, and methodologically sophisticated evaluation team capable of producing bilingual, publication-quality outputs.

This evaluation will assess the entire program cycle, examining performance, contribution, impact, sustainability, and strategic learning. The evaluation is expected to generate credible evidence, analytical clarity, and practical recommendations grounded in systematic inquiry and responsible engagement.


Prospective applicants are invited to submit a complete proposal package consisting of a Technical Proposal and a Financial Proposal, along with all required supporting documents. Proposals must be submitted in English, in PDF format, via email to: [email protected], with the subject line: TJ Phase II Final Evaluation – Consultant Application – [Name of Applicant/Institution].

Applications must be submitted no later than March 21, 2026. Late submissions will not be considered.
