Design of Internet Content Governance Policies

Discussions regarding internet content in Indonesia often focus solely on issues related to the blocking and filtering of internet content. The practice of blocking internet content has consistently sparked public controversy, partly due to the ambiguity of regulations that legitimize and legalize such practices. In fact, in the context of internet technology use, blocking has stifled innovation, creativity, and efforts to strengthen democracy and civil liberties.

The internet was not designed to be a “lawless zone.” Regulation is still permitted, particularly to protect users or the general public. Comprehensive regulation is needed, both in terms of substance and process. This will inevitably lead to the creation of internet usage policies—in the form of internet governance—that uphold transparency, accountability, and the protection of human rights.

The book *Internet Content Governance Policy Design*, based on a study by the Institute for Policy Research and Advocacy (ELSAM) with support from the Tifa Foundation, is expected to spur regulatory reform regarding internet content governance in Indonesia. The study’s findings, as presented in this book, are also expected to provide a clear legal framework for internet content governance in Indonesia, including restrictions in the form of potential blocking measures.
