Dear colleagues,
ASEAN is developing the Guidelines on Digital Platform Regulation through a closed, opaque, and rushed process—without publishing the full draft and without meaningful public consultation.
Several proposals pose a risk:
- justifying censorship,
- expanding cross-border surveillance, and
- undermining the fundamental rights of millions of people across Southeast Asia.
We are calling on civil society organizations to join our joint statement urging ASEAN to:
- Publish the full draft
- Expand and improve consultations
- Incorporate robust and enforceable human rights safeguards
A regional framework that shapes our digital civic space cannot be developed in secret.
