[Consultant] Baseline Assessment for the Digital Democracy Initiative (DDI)

Tifa Foundation is looking for a team of consultants to conduct a comprehensive baseline assessment that covers programmatic, contextual, and indicator-level dimensions of the Digital Democracy Initiative (DDI) project that is implemented by Tifa Foundation in East and Southeast Asia. The scope of the service includes establishing baseline reference points for output- and outcome-level indicators, contextual mapping of digital democracy ecosystems, assessing civil society actors’ capacities, and generating inputs to the project’s monitoring, evaluation, and learning framework.

The assessment will examine initial conditions across multiple countries within the program’s coverage, prioritizing feasibility and sensitivity through remote-first data collection.

Applicants must submit a technical proposal, a budget proposal, and supporting documents by 11 February 2026, 11.59 p.m. Jakarta time to [email protected] under the subject line “DDI Baseline Assessment – Consultant Application – [Name of Applicant/Institution]”.
